City of Aspen appoints new directors for transportation, parking

The city of Aspen has appointed Lynn Rumbaugh as the transportation director and Blake Fitch as the parking director after decades of service from both.

Rumbaugh joined the city of Aspen in 2000, serving most recently as interim transportation director. She developed and refined the region’s first car share, bike share, and micro-transit programs, and under her leadership Aspen’s eight-route transit system now carries more than one million passengers annually. Rumbaugh also secured over $14 million in grants for transit and Transportation Demand Management initiatives, and played what an Aspen press release calls a “key role” in funding and coordinating the construction of the Rubey Park Transit Center.

Aspen also credits Rumbaugh with earning multiple awards on behalf of the city, including the Colorado Association of Transit Agencies’ TDM Innovation Award.



“Lynn’s approach to sustainable mobility and her ability to deliver measurable results have positioned Aspen as a model for communities nationwide,” Tyler Christoff, deputy city manager, said in the press release. “Her leadership ensures our transportation systems will continue to meet the needs of residents and visitors.”

Fitch has dedicated more than 30 years to the city of Aspen parking department, most recently serving as the interim parking director. He oversaw operations for parking garages, on-street enforcement, and park-and-ride facilities, and managed capital projects, budgets, and public outreach.




Fitch also implemented technology upgrades and streamlined processes, managed staff recruitment and development, oversaw vendor agreements, and ensured the department’s readiness to support major events and construction projects.

“Blake’s deep understanding of Aspen’s parking systems and his dedication to both operational excellence and community service make him the ideal choice to lead our parking department into the future,” Christoff said.

The appointments of Rumbaugh and Fitch align with Aspen’s goals of sustainable transportation, efficient parking management, and exceptional service for the community, the press release states.
