“Fish Commissioner Louis Weinberg is advised that parties have been shooting fish with giant powder both on Hunter and Woody creeks,” stated the Aspen Daily Times on July 21, 1889.
“He is gathering evidence against the guilty persons and will soon take the matter before the grand jury. The investigation includes an inquiry into the sale of trout. The law not only prohibits the killing of fish with powder, but prohibits people from taking more than enough for their own use, and selling them is an indictable offense. It is Commissioner Weinberg’s intention to prosecute all offenders to the full extent of the law, as he is determined to preserve the trout in the streams of the county.”
