Fire illustrates border debate

Just wondering: If there were a sovereign border between Basalt and El Jebel and a devastating fire broke out, forcing the folks of El Jebel to cross said border illegally into Basalt, would “Basaltines” insist their government separate the “El Jebelian” children from their parents? Keeping in mind that a simple border crossing is a misdemeanor? Where in almost all circumstances, a summons and release is in order?
