Citizens can’t keep up with repairs
In reference to the article in the Sept. 11 Aspen Times concerning the dilapidated condition of employee housing inventory (“Aspen’s affordable housing program is showing its age”). Once again APCHA is bringing out the stick of enforcement to beat us into submission. Where is the carrot? The problem is a dollars and sense issue. At 3 percent appreciation there is not enough financial incentive for a struggling local to commit the resources needed to maintain a unit in good condition. Remember, most were built cheaply! How about a reward for units in good shape — perhaps a sales bonus award after inspection?
