Test rogue dog poop for DNA

There’s only one way to eliminate, or at least reduce, the dog poop problem: require every dog in the area to have its DNA registered. Then have any dog poop left outside tested to determine who the offending dog was and give the owner a fine, and possibly a public lashing in Wagner Park.

In Aspen alone, the fines would probably be enough to pay off the entire national debt!
