Politicos and pollution

If the politicos of Pitkin County and Aspen are going to ban off-highway vehicles because environmental concerns, then how hypocritical is it that nothing has been done in 40 years about the environmental pollutant that is the entrance and exit to Aspen? Off-highway vehicles are only a factor three to four months a year. The carbon-emitting, backed-up bottlenecks (entrance and exit) are pollutant factors 365 days a year.
