Sen. Chuck Schumer, D-N.Y., vowed on July 27, 2007, to block any and all Supreme Court nominations by President George W. Bush should any vacancies arise.

“We should reverse the (Republicans’) presumption of (a Supreme Court nominee’s) confirmation,” he said.

And Sen. Joe Biden, D-Del., did the same thing in 1992.
