Letter: Base2 is subject to a vote

Despite what its opponents claim, Referendum 1 does not alter, modify or otherwise regulate the city’s land-use code. Referendum 1 does concern the City Council’s actions. Since the council has acted within the scope of Referendum 1 regarding variances for Base2 after passage of Referendum 1, we can expect a public vote on the matter. Or if not, we can expect an action for writ of mandamus and maybe a recall process.
