So adventure-porn periodicals are causing miscreant backpackers to clutter up the Maroon Bells-Snowmass Wilderness. A permit system seems misguided and may not work as intended. A sure-fire solution would be to reintroduce a few grizzly bears to the area and let nature take its course.
