Call the government shutdown what it is

I must be missing something. All the media reports characterize the shutdown as Donald Trump vs. the Democrats. The problem with that is the Republicans still control both houses of Congress, until January at least. The media should be reporting that Trump cannot get what he wants from his own party and call this shutdown for what it really is, the Republican shutdown of the government.
