Emmer: How much is the workforce housing shortage?

On Sept. 14, The Aspen Times reported the city council delayed a vote on the Lumberyard. The project is described as intended to alleviate a “workforce housing shortage.”  

How much is that shortage? How many more units must be built before there is no “shortage”? The city council cannot answer that question because there is no adult in the room.
