Allen: Couldn’t vote for mayor from overseas

I am writing as an expat Aspen resident and overseas voter. I have been living abroad and consistently voting in every election since the ballots are mailed to me and it’s super easy to participate in elections.

However, I was excluded from the recent mayoral election. That is an election that I have a far better understanding of than the board of the hospital or fire department. Why were overseas voters excluded from this election?
