Truscott housing, golf project requires sale of open space
What appears to be a relatively minor measure on the city of Aspen’s Nov. 7 ballot is nonetheless critical to a $32 million construction project that will begin in earnest next year.
Referendum 2E seeks voter approval of the sale of three small pieces of open space to facilitate redevelopment of the Truscott Place affordable housing complex and the adjacent municipal golf course facilities.
“To build what we want to build out there, there’s a little piece here and a little piece there that we have to do,” said Ed Sadler, the city’s asset manager. If the measure fails, “we would have to rework Truscott,” he said.
That, however, is not an outcome Sadler is anticipating.
“We think it’s a no-brainer. They’re not big parcels,” he said.
The city charter requires voter approval when property that was purchased with open space funds is sold or converted to another use. The small pieces of open space that are part of Referendum 2E, however, are hardly scenic pieces of greenery.
Two parcels will be sold to the Aspen-Pitkin County Housing Authority to allow the Truscott Place expansion. The money the authority pays will go into the city’s open space fund.
The parcels include up to 9,306 square feet where the existing golf cart barn is located and up to 41,418 square feet under the existing parking lot and driveway. The latter parcel is already used for parking, but it will be sold to the housing office to provide parking for the planned additional housing it will serve in the reconfigured lot.
The final piece, the existing golf pro shop with about 4,406 square feet of land, is to be sold or leased to the Aspen Junior Golf Foundation for a price that is still a matter of negotiation, according to Sadler.
The Truscott/golf course redevelopment includes 99 additional rental housing units, expanded parking, a new restaurant/pro shop/nordic center, improvements on the Aspen Municipal Golf Course itself and the construction of six tennis courts. The existing Truscott Place housing is adjacent to the golf course.
Work on the 10th tee and 18th green at the golf course is already under way. Also planned yet this year are improvements at the intersection of Highway 82 and the entrance to Truscott and the golf course. Construction of the first phase of new housing and the new golf clubhouse is expected to begin next March, Sadler said.
If Referendum 2E does not pass at the polls, the City Council will be faced with options like cutting back on housing and parking or asking the voters again.
“You don’t dare build the housing down there if you don’t have the parking,” Sadler said.
