Thinking outside the housing box

Dear Editor:Many of the columnists in both papers condemn the housing program as unfair.The comments concerning not being allowed to recoup money spent on upkeep and repairs is actually a true statement. The Housing Board sent a proposed revision of the capital improvement policy that addressed the issues to the City Council and county commissioners over two-and-a-half years ago and they have not yet passed it. It is about time that they do. The comments about the aging of the older units and how to address that is a very important issue. The Hunter Creek condos are looking at the replacement of windows that may cost between $10,000 and $20,000 per unit. The city has the ability to help the residents set up a special assessment bond that could be done in cooperation with a local bank to allow those residents to replace the windows and pay the assessment over a period of years with their property taxes. It would only raise their own taxes, but would allow a better interest rate and it could be tax deductible. This could also work for other properties, not just affordable complexes, as well. It is not a new idea, it is just thinking outside of the box to solve problems.
