Shellman financing his own campaign

Burlingame opponent Dwight Shellman said he’s using his own money to fund his campaign against the housing project.Other campaign committees that have formed with the intention of swaying voters over the hotly debated housing project have been filing campaign contribution and expenditure reports, as required by law. So have candidates in next week’s city election.Burlingame is the focus of an annexation question on Tuesday’s ballot and Shellman has been among the most vocal opponents of the annexation. He has spent money on radio and newspaper advertisements, and other materials, but has not filed a report with the Aspen city clerk’s office.That’s because he doesn’t have to.As an individual spending his own money to campaign on the issue, he’s not required to file the reports, according to City Clerk Kathryn Koch.”It’s a freedom-of-speech issue,” she said.Other groups taking sides on the annexation question have filed reports because they have formed issue committees, Koch said. Shellman is simply acting on his own.Shellman said Wednesday that he has spent roughly $7,000 of his own retirement funds. “There’s no third party contributing money to this.”He said his ads have included the disclaimer, “This ad paid for by Dwight Shellman so he could talk to his neighbors.”Shellman, a former Pitkin County commissioner, called The Aspen Times yesterday to verbally disclose his spending activity because he’d heard a Burlingame supporter might try to discredit him by alleging wrongdoing because he had not reported his spending.”I want to get the air clear,” he said.Janet Urquhart’s e-mail address is janet@aspentimes.com
