Pitkin County moves to loosen off-road vehicle rules

ASPEN ” It appears users of off-highway-vehicles will soon be able to legally use Pitkin County roads to access the U.S. Forest Service terrain where they like to play.

Pitkin County commissioners on Tuesday directed county engineer G.R. Fielding to draft an ordinance legalizing the use of certain county roads by the so-called OHVs, primarily in the upper reaches of the Fryingpan River and Castle Creek, as well as two other areas. The changes were requested by the U.S. Forest Service to avoid regulatory inconsistencies concerning the use of roads by non-licensed vehicles.

The commissioners also directed Fielding to consult with the sheriff’s office about ways to require that all users of OHVs on county roads have a valid driver’s license and at least minimal liability insurance for their vehicles, in case they run into another vehicle or a pedestrian while zooming around the backcountry.



In addition, the commissioners want Fielding to explore the idea of posting signs that alert OHV users to the requirements, and of the speed limits on the county roads.

Fielding said he plans to hold at least two public meetings on the matter this spring, and to have a proposed ordinance before the commissioners by the middle of the summer or so.
