Council trio ignores history

Aspen City Council members Derek Johnson and Adam Frisch had it exactly right Monday night when they rebuffed Torre’s rush to legislate as not constituting an emergency. The ill-fated history of 2007 Ordinance 30, dealing with historic designation, amply demonstrates that when the Home Rule Charter’s specific definition of “emergency” is ignored, nothing good results.

Indeed, in the wake of the chaos they caused then, council members Ireland, Skadron and DeVilbiss all lamented that, in the rush of the moment, the council acted too hastily. That is all on the public record.

It is thus disappointing, but not unexpected, that now the mayor and Skadron forgot or ignored (it makes no difference) the history they created. Why either one of them did not put a quick end to Torre’s nonsensical push is beyond comprehension.

What is relevant is that we have yet another example of members of our City Council legislating by the seat of their pants. Governance in an orderly, pragmatic manner is beyond the capabilities of those who act by “gut feeling.” The next time some member of council cries “emergency” in the context of a land-use issue, perhaps someone should read to them the narrow definition in Section 4.11 of the Home Rule Charter and point out the definition’s high hurdle of clearance, especially for derrieres that have been bloated by irrational fear.
