I have been informed by Polly Bradley, an employee of Intrawest Corp. who handles public relations locally, that

the person who distributed copies of the mayor’s comments at the close of the March 1 council meeting is not an employee of Intrawest.

It is not clear, at this time, who employed that person. I regret any confusion that my incorrect assumption may have caused.
