Cattle Creek rezoning hearing today

GLENWOOD SPRINGS ” Garfield County commissioners will hold a public hearing Tuesday on whether to rezone a 282-acre property slated for development between Glenwood Springs and Carbondale to the highest urban density allowed in the county.

The hearing comes after Related WestPac, the company behind the Cattle Creek Crossing development, submitted its sketch plan for the property Thursday.

The proposed plan for the property calls for 979 housing units in 474 buildings on 102 acres of the property. Ten percent of the housing units would be deed-restricted affordable housing, according to the company’s plan.

The commissioners’ vote on whether to rezone the property is a crucial step for the company’s development plan for the property. Commissioners had begun a hearing on the rezoning matter last month, but decided to delay it until Tuesday because Commissioner Larry McCown was out of town.

The hearing on the issue will start about 1:15 p.m. at the Garfield County Administrative Building, 108 Eighth St., in the Board of Commissioners meeting room.

County commissioners unanimously agreed to return to the rezoning process in December based on a request by Related WestPac. The company made the request after some area residents contended county commissioners rezoned the property in April without providing proper public notice.

Greg Chandler, a resident of Carbondale who has lived in the area since 1974, said he planned to attend the Tuesday meeting to voice his opposition to the project.

“It is the same old thing, the developer is going to win most likely, because the commission seems to be bent on filling in every green space on the valley floor,” Chandler said. “They’ve been going in that direction for a quite a long time. I think they see that as the best possible solution for a growing population.”

Chandler said development coming to the property is a shame because open spaces like the 282-acre property are what brought him and other people like him to the area.

Rocky Shepard, project manager for Related WestPac, said the company has been receiving “quite a bit” of support in letters and phone calls for the project.

“It will be real interesting to see how the whole thing plays out,” Shepard said of Tuesday’s meeting.

Shepard said the rezoning of the property to the highest urban density allowed would match what the property has been designated for under the county’s comprehensive plan. He said the project fills an important housing need in the community, with the median price for homes in Glenwood Springs reaching about $597,000.

“People have to have somewhere to live,” Shepard said. “It is obvious that there is a housing problem here.”
