Carbondale P&Z: No to Thompson annexation
CARBONDALE Carbondales Planning and Zoning Commission has recommended denial of the Thompson Park annexation request and preliminary development proposal.P&Z members voted 5-2 at a meeting last week to recommend the town deny annexation and zoning for the 10-acre property along Highway 133 near River Valley Ranch. The land is surrounded by town limits but remains in unincorporated Garfield County.Developer Frieda Wallison said she intends to take the proposal to the Carbondale Board of Trustees, which has the final say.We think this project is too important to just abandon, she said in a telephone interview this week. Its in the geographic center of Carbondale, and would provide important infill development for the town with a diversity of housing.The initial proposal called for up to 100 residential units, but P&Z had requested in earlier meetings that the range be tightened to between 45 and 85 units.A unique aspect of the proposal involves the dedication of the historic Thompson family house to the town for a museum, as part of the developments open space requirement.After eight meetings before P&Z, however, the commission recommended denial, based on concerns that the proposal did not go above and beyond the criteria for annexation, according to town planner Janet Buck.Commissioner Jeff Dickinson made the motion to recommend denial. He was joined by commissioners Kathy Goudy, Bill Spence, Charlie Kees and Rich Camp. Commissioner Lorey Esquibel and P&Z Chairman Ben Bohmfalk cast the dissenting votes.Wallison said she hopes the board of trustees will see the proposal differently.It has always been about several things, but one has to do with the preservation of an important historical and cultural icon for the town, she said of the proposed Thompson house dedication. That has been the centerpiece of what weve been trying to accomplish.A date has not been set for the town board to consider the proposal.The Thompson Park annexation is one of several large development proposals currently in Carbondales planning review process.The P&Z will take up consideration of the Village at Crystal River plan (formerly Crystal River Marketplace) on April 23. A new mixed-use proposal for the 24-acre commercial property on Highway 133 north of Main Street would include a 60,000 square foot grocery store and a mix of commercial and residential buildings on the remainder of the site.Trustees are also scheduled to open a public hearing April 28 on the Overlook Neighborhood, which calls for a mix of mostly residential and some commercial development on about 12 acres in the middle of town.
