Basalt Councilman Rob Leavitt explains vote on Continuing Care Retirement Community

Basalt Councilman Rob Leavitt cast the lone vote Oct. 22 on an agenda item tied to the proposal Continuing Care Retirement Community. The board voted 6-1 to impose a real estate transfer assessment on contracts signed for residences rather than require affordable-housing mitigation.

The discussion surrounding the vote was rushed, and Leavitt wasn’t able to explain at length why he voted against the proposal. In a statement, Leavitt clarified the reasons for his vote.

“By choosing to impose (an assessment) on transactions at the (retirement community) instead of requiring the developer to provide any spots in the project for Basalt residents, we are missing a great opportunity to provide our citizens with an option to stay in Basalt as they age or for them to settle aging parents in town in an appropriate retirement facility,” Leavitt said.

“The original proposal provided 12 spaces with no entry fee for residents. The current discussion is for (an assessment) instead, with proceeds going toward affordable housing and day care,” Leavitt continued. “While I support both affordable housing and day care, they will be well-funded by the tax on the sale of the other (approximately) 140 units. But this is such a great opportunity to give our citizens a retirement option at a discounted rate that I will continue to push for it.”
