On Aug. 8, voters will be asked their opinion on a public/private development plan for the city-owned Burlingame Ranch and adjacent land at the Zoline ranch.

Voters will be asked if the city should enter into a preannexation agreement with the Zolines that includes the following conditions: Approximately 20 acres of the Zoline ranch will be conveyed to the city; The city will construct up to 225 affordable housing units on the land conveyed to the city and upon a portion of the city-owned Burlingame Ranch; Of the 219 acres between the city and Zoline properties, approximately 176 acres will have a conservation easement placed on it in perpetuity; The Zoline family will process a land-use application to develop a maximum of 12 new free-market units, will retain the right to maintain four existing residences on the ranching parcel and develop a cabin on the Zoline ranch. The allowable floor area for the free-market units shall be limited to 7,500 square feet each with an opportunity to increase to 10,000 square feet with the purchase of Pitkin County Transferable Development Rights (TDRs); Each free-market unit shall construct an accessory dwelling unit unless the owner purchases a Pitkin County Transferable Development Right; The affordable housing and free-market component lots shall be rezoned to the city of Aspen’s Affordable Housing/ Planned Unit Development (AH/PUD) zoning district; The entire Zoline ranch shall be annexed into the boundaries of the city of Aspen.
