Another trailer park buy-out?
Residents of another mobile home park in Pitkin County might get help buying out their landlord, depending on the results of a study by the Aspen/ Pitkin County Housing Authority.
The Pitkin County commissioners and Basalt Town Council members met in a closed session Monday night to determine what help, if any, they can offer to residents of the Roaring Fork Mobile Home Park.
That park, home to about 50 families, is located on an island of unincorporated land in Pitkin County that is surrounded by the town of Basalt.
Owner Dick Downey’s interest in redeveloping the property periodically spurs discussions among elected officials about its future. County Commissioner Mick Ireland told Basalt officials last summer that it might make the most sense for the two governments to help the residents with a buy-out.
The county commissioners have previously assisted residents of the Smuggler, Aspen Village, Woody Creek and Lazy Glen mobile home parks with similar purchases.
Ireland said the housing staff will look into the cost and the feasibility of a purchase.
The future of the mobile home park is also clouded by Mother Nature. It has frequently been threatened or affected by floods and some of the property might not be suitable for habitation.
“There’s a floodway on much of that property, about half of it,” Ireland said.
The implications of the floodway need to be studied in further detail before discussing a possible buy-out, commissioners and town officials agreed.
The elected officials also determined an investigation is needed into whether Downey is living up to obligations required in a land-use approval granted by the county in the mid-1990s. Ireland wouldn’t discuss specifics of that issue, but said the county wants to know more about Downey’s rental practices with tenants.
The two governments won’t discuss the mobile home park’s fate again until the Housing Authority reports on the issues, according to Ireland.
