Dear Editor:Aspen City Council is currently using the COWOP process to try to design a “showcase” Recycle Center, which could possibly skyrocket the costs up towards $750,000 or more by creating another monster!I feel the Cowop process is a charade used by the city to pass projects on which they have already decided the outcome with out going through the normal development process, ignoring their own rules and regulations on land use and building codes.Taking into account the city’s track record of cost over-runs, please create an efficient, inexpensive recycle center!Gary MooreAspen
