The Snowmass Village Town Council will vote Monday to submit an offer for the town manager position to Gary Suiter, who has been acting in the role on an interim basis since Aug. 1.

The council has to vote in a public meeting to approve, amend and approve, or decline an offer to Suiter. The draft it will consider Monday states his salary as $145,000 a year.

Suiter was town manager of Snowmass Village from 1990 to 2001. Since 2002, Suiter has operated a consulting company with a focus on local government management. He has been an interim town manager in other Colorado municipalities, including Castle Pines North and Minturn. He started as interim town manager in Snowmass Village this summer after Russ Forrest left to take a position with Gunnison County. Forrest was earning $136,741.06 annually upon his departure.

Mayor Bill Boineau said on Dec. 26 that the search was down to two candidates: Suiter and Clinton Kinney, city manager of Fruita. A third finalist, Michael Mallinoff, city manager of Annapolis, Md., withdrew his application.

The elected officials have since directed Town Attorney John Dresser to draft a contract to offer Suiter, according to a memo from Dresser to the council. Suiter has been given a copy of the agreement to comment on.

Part of the employment agreement states that Suiter will complete any existing consulting contracts and limit his consulting activities while town manager to services for the city of Rifle annual retreat and presentations to the Colorado Municipal League. The contract extends to July 1, 2015.
