Less traffic, higher sales

To attract and keep people downtown, I have a better idea than the gas-burning, bum-attracting fire pit.
Close another couple of streets to car traffic. The existing closed streets are among the nicest, highest-rent areas in town, and are considered a great success. I realize that we would lose a bit of SUV parking, but I predict that retail sales will increase because the areas would be that much more attractive (not to mention safer, cleaner and quieter).
In Europe, it is very common for large sections of the ski resort towns to be completely closed to traffic. You can’t drive into Chamonix and can’t even get a car within 5 miles of Zermatt (access is instead by train). The results are wonderful, livable human-scale environments that positively rock with energy – and retail sales.
