With Aspen’s longtime City Clerk Kathryn Koch expected to retire near the end of April, officials have begun preparing the search for her replacement.
According to Finance Director Don Taylor, the position, which will be filled through a national search, pays between $68,297 and $94,243. Job ads for the position will be posted within the next two weeks through a professional clerks association, the Colorado Municipal League and various newspapers, Taylor said.
“I’m sure there are qualified people out there that can do the job, but as a person and as a friend, she can’t be replaced,” Taylor said of Koch, who has held the position since 1974. “But she will remain as a good friend and will still be here in Aspen. I look forward to that.”
The current job description, drafted in January, calls for a replacement with at least five years of experience, three of which were spent working as a supervisor in government office administration. The clerk’s duties include directing and managing city records, liquor and marijuana licensing, City Hall communications, city elections and municipal-court operations. Koch works under the supervision of Taylor while serving as supervisor to the city’s receptionist, records manager, chief deputy clerk and senior municipal court clerk.
Taylor said experience will be the primary factor in determining the replacement’s salary.
“So if someone comes in with 15 years of experience, they may be up toward the upper quartile (of the salary range),” he said. “If they only have a few years of experience, they may be in the first quartile.”
The city’s goal is to have a replacement lined up before Koch leaves in April. Taylor said if there is any interest from internal candidates for the position, they have the right to apply and will be evaluated with everyone else. Rosemarie Kotcka, Kathy Strickland and Linda Manning currently work under Koch in the Clerk’s Office.
In Koch’s replacement, Taylor said he will be looking for a person with the right background and experience as a municipal clerk.
Candidates must have a college degree in business, public administration, information technology or a related field and also must have a municipal clerk certification.
